I've been looking at Rolex 16570 Explorer II models. From what I have read, this model was introduced in 1988 and continued until the 216570 replaced it in 2011. I've also read that Rolex changed over from Tritium to Luminova for the lume in 1998, and then Super Luminova in the early 2000's.
In 1998 Rolex ceased the use of Tritium lume in favor of Luminova. These watches are a rare middle-sibling within the 16570 reference. If the hands have much stronger lume than the hour markers, chances are that they’ve been replaced with Super-Luminova service hands and are not original. Tritium dials use radioactive material to activate the luminous paint, which Luminova uses natural light to "charge" the paint. The Tritium dials were phased out in 1998/1999, and most Tritium models will have little or no glow left now.

My recommendation would be to look for an early 2000s model with super luminova, SEL, and lug holes, the best of all worlds with the 16570. The 3186 movement isn’t that different from the 3185 and I’m not a huge fan of the RBR myself.Like many watches, the Ref 1655 features luminescent markers at five-minute intervals. But there are also small luminous squares every 2.5 minutes too. This results in 24 glow-in-the-dark accents.Over the next two decades of production, the Rolex Explorer II 16570 underwent a few enhancements. Most notably, Caliber 3185 was switched out for Caliber 3186 and tritium luminescence eventually made way for LumiNova and then Super-LumiNova.Lume: Tritium, Luminova, or SuperLuminova; Crystal: Sapphire with Cyclops date magnification lens; Functions: Local time (Mercedes hands), reference hour (red arrow-tipped 24-hour hand), date window at 3 o’clock; Bracelet: Three-link Oyster bracelet; Caliber: 3185 or 3186 automatic movement; Water-resistance: 100 meters (330 feet)
